Kale was the Joint Secretary of H.V.P. Mandal from 19 – 19 He had deep interest in Scouting. He got due training from Divisional Scout Organizer Mr. Ross at Pachmari. He was an official in Amravati District Scout Association. In 1934 he went to Austria. While returning he took Good Will Park Training at London. At Nagpur as a Scout Organizer he did constructive work. His organizing capacity proved very useful to H.V.P.M. trips. His experience and knowledge in this respect came to the rescue of Mandal’s trip to Baroda, Gujrat in emergency. At Tripura Congress Seth Govinddas, the president of Reception Commmittee entrusted the responsibility of volunteer section to the Mandal. At that time 14 officials were sent by the Mandal among whom he was notable.
